The Danish Road Directorate (DRD) is developing a procurement strategy for the rollout of charging infrastructure on the national trunk network. The “Infrastructure Plan 2035” defines a financial framework of DKK 500 million from 2022 to 2030 to support a high level of service for charging on longer car journeys. A part of this rollout is expected to consist of about 480 new charging points along the motor highways, which are expected to be distributed on 32 roadside facilities. The purpose of this market dialogue is for DRD to get to know potential suppliers on the market and to initiate a dialogue with potential suppliers. DRD plan to finalise a procurement strategy and establishing charging points at the first roadside facilities by 2022. The insight DRD acquire from this market dialogue is considered as very valuable and important input to determine the procurement strategy. This is a written market dialogue where DRD lists a series of questions within five themes

II.2.4) Description of the procurement:

 

This is a written market dialogue where DRD lists a series of questions within five themes and invite potential suppliers to answer questions within the themes: 2) Procurement, 3) Plan for the procurement of agreements of charging parks, 4) Plan for the procurement of agreements in roadside facilities from 2026, 5) Demand for charging points, 6) Technological development of charging stands.

This market dialogue is a separate process from tenders of charging infrastructure. As a potential supplier you are not obliged to attend this dialogue if you plan to tender for one of the contracts.

Programme for the market dialogue:

2. Answer the questions in the document “Rollout of charging infrastructure. Market Dialogue, Information for Potential Suppliers”. The answers must be submitted to mbf@vd.dk, with a copy to jeka@vd.dk no later than October 4,.2021, at 10 am. Submissions may be in Danish or English. Additional documentation may be submitted as attachment to the questionnaire, under the conditions that the answers in the questionnaire contain a clear cross-reference to attached documentation. If there is any additional information that your company considers important to inform DRD about, then please attach it in a separate document when submitting your answers.

3. DRD reserves the right to invite for dialogue meetings should there be a need for further clarification of answers or themes in the questionnaire. If DRD finds that there is a need for dialogue meetings, they will be held in the period from October 25, 2021 to November 5, 2021. Invitations to the dialogue meetings will be send out in the period from October 7 to October 15. If DRD finds that there is a need for dialogue meetings, the numbers of meetings will be limited to 4-6 suppliers who will get an invitation. These suppliers will be selected based on their written answers in the questionnaire.

 

II.2.14) Additional information

 

The estimated date of publication of contract announced in II.3 is a preliminary date. DRD expects to announce the tender in Q2 2022, however the exact date for the tender awaits the result of the market dialogue and the procurement strategy, which will be set based on the results of this market dialogue.
